The Moss Vale Early Learning Centre is an 84-place, single-level childcare project developed for a regional setting in the NSW Southern Highlands. The design combines efficient operation with direct indoor-outdoor relationships, a strong landscape response and a building form suited to the local climate and context.
Regional sites still require rigorous feasibility
A larger regional site can appear straightforward, but childcare yield is still controlled by parking, vehicle access, safe pedestrian movement, outdoor-play area, setbacks, servicing, stormwater and the relationship to adjoining properties. These factors need to be resolved before the target capacity can be relied upon.
Early feasibility testing allows the developer to understand whether additional places improve the commercial outcome or introduce disproportionate cost through extra parking, building area, services or approval complexity.
Single-level planning and supervision
A single-level centre can provide clear circulation and direct access from learning rooms to outdoor play. The planning was developed around efficient staff movement, passive supervision and practical separation of age groups while retaining flexibility for the operator.
Landscape is treated as an extension of the learning environment. Planting, shade, sensory areas and varied play opportunities are coordinated with room locations, fencing, drainage and supervision rather than added after the building footprint is fixed.

From concept to approval
The architectural design is coordinated with planning, traffic, acoustic, civil and landscape advice so the DA drawings and supporting reports rely on the same operational assumptions. This includes child and staff numbers, hours, parking demand, waste servicing and outdoor-play use.
Following consent, those decisions are carried into CC documentation and technical coordination. Continuity between the approval and construction stages reduces duplicated work and helps avoid changes that compromise the centre’s capacity or operation.
