Terrigal Early Learning Centre | Regional Planning Panel Approval

ARMADA Architects secured approval for a new 112-place early learning centre at Serpentine Road, Terrigal, following assessment and determination by the Regional Planning Panel. The project demonstrates the level of design resolution and consultant coordination required to progress a childcare development within a sensitive residential setting on the Central Coast.

A constrained residential context

The proposal replaces an existing dwelling with a purpose-built childcare centre. The site required a careful response to neighbouring residences, vehicle access, parking, acoustic impacts, bushfire considerations, stormwater, landscape and the operational requirements of a contemporary early learning centre.

Rather than treating these issues as separate reports, the design was developed as a coordinated response. Building placement, internal planning, parking and outdoor-play areas were adjusted together so specialist recommendations could be incorporated without undermining capacity or day-to-day operation.

Landscape as part of the architecture

A central rain garden is positioned between learning rooms to create a strong visual connection to landscape while contributing to on-site stormwater management. Landscaped pockets improve internal outlook, natural light and cross-ventilation and provide passive-supervision opportunities between teaching and play areas.

Outdoor spaces are layered with planting, shade and sensory elements. The landscape strategy also helps reduce the perceived scale of the development at the residential interface, allowing the building and play areas to respond more appropriately to their surroundings.

Planning and consultant coordination

ARMADA acted as architect and design lead, coordinating the architectural proposal with the full specialist consultant team. Key issues included traffic and access, acoustic performance, civil and stormwater design, landscape integration, bushfire constraints and environmental considerations.

The DA package needed to explain not only that the proposal complied, but how the centre would operate in practice. Child numbers, staff, parking, arrival and departure patterns, outdoor play, waste servicing and acoustic controls all had to align across the architectural drawings and consultant reports.

Childcare approvals on constrained urban and residential sites depend on resolving the interfaces early. Parking cannot be designed independently of pedestrian safety. Acoustic recommendations must align with natural ventilation and outdoor play. Landscape must support both amenity and stormwater outcomes. Treating these matters as one architectural problem produces a stronger application and reduces late-stage redesign.
